Add unit tests for ActionSettingsWheelButton i18n key coverage:

- Introduced validation to ensure all literal translation keys in the component are present across active locales.
- Enhanced coverage by integrating locale JSONs and adding missing key detection.
- Refactored button test setup with extracted `SETTINGS_WHEEL_TRANSLATION_KEYS` and reusable helper methods.
