Jeppe Bundgaard 09fdc26438 Enhance GoalFormModal with i18n support and department daily targets

- Integrated `vue-i18n` for internationalization features in `GoalFormModal.vue`.
- Added support for custom daily targets for departments, with fallback option for even distribution.
- Updated department, product, and customer search inputs to use `t` function for localization.
- Refactored modal creation logic in `showGoalFormModal.js` to use `createApp` and manage app lifecycle with `i18n`.
